False statistics of DAHD to bluff India and to run FMD and Brucellosis Control Program to engulf Rs. 13,343 Crore in coming four years
As per the operational manual of Foot and Mouth Disease Control Program (FMD-CP) 2017-18 (http://www.pdfmd.ernet.in/index_files/Content/FMDCP/FMD_CP_Operational_Mannual.pdf) annual direct loss (through reduced production of milk and meat) due to FMD is about 20000 Crore and due to brucellosis is 20400 Crore (https://www.ncbi.nlm.nih.gov/pubmed/25835775). In 2019-20 Rs. 500 Crore funds have been allocated for FMD and Brucellosis control with the aim to complete control of FMD by 2025 with vaccination and its eventual eradication by 2030. This will result in m increased domestic production and ultimately m increased exports of milk and livestock products, and Intensive Brucellosis Control programme in animals for control of Brucellosis will result in effective management of the disease both in animals and humans. For the next 5 years, the government of India allocated Rs. 13,343 crores, and allocation for the Financial Year 2019-20 is to the tune of Rs 2,683 Crore because both of the diseases are causing huge losses (https://pib.gov.in/newsite/PrintRelease.aspx?relid=190624). As per the statement of the minister in the upper house, FMD and Brucellosis outbreaks and disease cases in the last three years were:















Nobody knows why these two official figures varied and you can’t question the authority for the disparity as they have hundreds of answers for the same. From the data given at different time and place even it is not possible to understand that who is telling truth and who is the liar.
More interesting facts are revealed under DADF Project: Brucellosis Control Programme headed by R Shome, M Nagalingam and P Roy at National Institute of Veterinary Epidemiology and Disease Investigation, Bengaluru (https://nivedi.res.in/sites/default/files/2019-03/NIVEDI_Annual_Report_2017-18.pdf), that Brucellosis prevalence is decreasing significantly in India over last one decade. Sero-prevalence of brucellosis from 2006 to 2010 was 9.4% and while from 2011 to 2017 it was just 5.9% only. This trend indicated that the disease may die soon in a decade or two automatically. Probably by 2025, India will be free of brucellosis as envisaged by the Government of India. Good luck to livestock owners.
In another report, the same Institute reported that the seroprevalence of brucellosis in animals has risen from 8% in 1994-2004 to 21% in 2004-05 and 22% in 2005-06 (PD-ADMAS, 2005-6).
Another department of the same ministry, the National Dairy Development Board speaks differently about the same disease, Brucellosis. Brucellosis is rampant in animals and humans in India and specifically in Gujrat where 27.5% of veterinarians of the state are positive for brucellosis and 16.1% and 19.6% of dairy animals of Kheda and Kutch districts (the hub of Gujrat Dairying) are positive for brucellosis (Rana, NDDB, 2018).
Day by day it is getting difficult to understand the actual burden of the disease because the jugglery of data appears to have only one aim, to create confusion and confusion only.


In 2015-16 the number of FMD cases was the least probably due to the Report on the Substandard quality of the FMD Vaccine reported in 2014-15 and vaccine producers might be conscious of the quality but now again the same.


What do the above figure and digits indicate?
1.       Outbreaks are now much bigger than used to be earlier affecting more animals, why? No investigation done despite the ongoing very dear FMD-CP for decades.
2.       Number of FMD cases is not decreasing despite spending about 500 crores every year in FMD-CP for decades, why? No investigation done despite the ongoing very dear FMD-CP for decades.
3.       FMD-CP is successful, how? Nobody knows and tried to understand the dilemma despite having >2500 cases of FMD yearly.
The bigger question is livestock economics told to people for FMD when in the last 11 years the average number of FMD cases is about 25000 and of which only less than 7% of animals died how the annual loss incurred was 20000 Crore every year? Does each of the animals suffering from FMD value at the rate of Rs. 80 Lacs? What kind of animals we are rearing for the cause of FMD, only the Ministry of DADF knows. To whom these people are bluffing, are they nationalist or antinational only PMO can decide.
Yet another problem of livestock economics is the loss figures not changing in the last decade but every year FMD-CP is declared successful and year after year budget is increased. Who may answer the question?

Now we come to another devastating disease of livestock in India causing loss of more than FMD (R. 20400 Crore per year), figures from the last 11 years indicated that on average about 121 cases of brucellosis are reported each year but it is necessary to run a National control program worth 13,343 crores even when the disease is reported just in six states of India (Assam, Karnataka, Kerala, Jammu & Kashmir, Rajasthan and Uttar Pradesh) in last three years (https://pib.gov.in/newsite/PrintRelease.aspx?relid=190624). Now the interesting facts about the disease are:
1.     The disease affects only those 121 animals every year which are valued at more than Rs. 180 Crore each (to cause the loss of Rs. 20400 Crore). In which elite dairy such animals are kept only DADF can reveal.
2.     Any livestock farmer hardly knows about the ambitious Brucellosis Control Program or testing of their animals but the program is running successfully to utilize Rs. 13,343 in the coming four years.
Though it is envisaged that by 2025 both Brucellosis and FMD will be out of India and by 2030 people may forget that there was any such disease after their eradication, I am sure that it will happen in the regime of the honest Government of India but fear that probably honest people will vanish by that time to see the outcome.
Will PMO-India question the bluffers and traitors of India sitting in Krishi Bhavan, New Delhi in comfortable chairs stabbing Mother India inside her womb for the last several decades through jugglery of fake data or cooked data or data created for predefined purposes? Certainly not, this letter of mine may also go into the trash (as several others have gone earlier) but due to my bad habit I may write one more and again one more.

How A grievance can be a closed case without taking action against the concerned. Is it the Nationalism of PMO India? I had a hope that responsible people bluffing India will be punished. Alas, Nothing changed.

Epidemiological investigation of buffalo mass mortality outbreak at ICAR-NDRI, Karnal: Letter to DG-ICAR, New Delhi!!!!!

Through: Proper channel; Sub: Permission to epidemiologically re-investigate and analyse biological and environmental data in the context of buffalo mortality outbreak at ICAR-NDRI, Karnal killing almost four dozens of the precious elite animals, reg.
Respected Sir,
I request you to kindly permit me to epidemiologically re-investigate and analyse biological and environmental data to understand the disease/ death cause and its origin in the context of buffalo mortality outbreak at ICAR-NDRI, Karnal killing almost four dozens of the precious elite animals recently in 2nd and 3rd week of September 2019, please. Three teams, ICAR-NDRI Karnal, ICAR-IVRI Izzatnagar and LUVAS Hissar could not tell the cause of mortality even after 10 days of investigation and put forward several biologically non-plausible theories of buffalo mortality. I feel that a systematic epidemiological investigation may help us to understand the outbreak cause(s) and the origin and the outcome may help in future to avert such incidences in time. The epidemiological investigation is also necessary in the light of reports from media about ICAR-NDRI that only buffaloes died in the outbreak and cows remained unaffected. The facts and analysis may prove supremacy of cattle (cows), if any, over buffaloes in tolerating heat, humidity and feed toxicity as the investigation teams put the theories of aflatoxins in feed, given to cows as well as buffaloes both, and heat and humidity prevailing not only for buffaloes but cattle too, not only in ICAR-NDRI but affecting animals in whole Karnal. However, the truth can be revealed only after proper analysis of biological (pathological investigations, post-mortem reports, livestock records, treatment, feeding, watering, blood profiles, hormonal profiles, and laboratory analysis reports) and environmental data (feed, fodder, environmental temperature, humidity etc) at the affected farm.
Sir, therefore, I request you to kindly permit me to re-investigate and analyse the available data using epidemiological tools and to perform a few more analysis on site to reveal the cause of deaths killing almost four dozens of the precious elite buffaloes in the interest of the Nation and supremacy of our Holy cow in averting the manmade and global warming (environmental) stresses, please.
Sir, in the above context I wrote thrice (copy enclosed) to the Director ICAR-IRI, Izzatnagar to give me an opportunity to be a member of the outbreak investigation team being the head of Division of Epidemiology, but my request was flatly ignored. Sir, I feel that I may do some useful analytical and exploratory epidemiology to reveal some important and still unexplored aspects of the outbreak killing only buffaloes but no cow. Sir, the information revealed through proper onsite epidemiological re-investigation and analysis of the events and data may be valuable for the future of livestock farming in India.

Perfidious-Linkages of the Director Indian Veterinary Research Institute with FMD-CP Failure

Sub: Regarding FMD Vaccine related discussion in IRC today (13-08-2019) in the forenoon during the presentation of Dr. AK Sharma’s Project “Sequence-based typing of BoLA–Class II genes and performance of cattle infected with FMDV under natural conditions”, approved by the chair.
Sir,
During FMD Vaccine related discussion in IRC today (13-08-2019) in the forenoon with reference to the presentation of Dr. AK Sharma’s Project “Sequence-based typing of BoLA–Class II genes and performance of cattle infected with FMDV under natural conditions”, approved by the chair. Some important points came up and disturbed my thoughts regarding the utility of FMD-CP.
1.       In the discussion, Dr. Sharma disclosed that in IVRI herd at Mukteshwar protective titres were absent after six months of vaccination against FMD using IVRI-produced vaccine. However, it is often claimed by vaccine producers that vaccine ensures protection for 10-11 months.
2.       In 2013, despite vaccination twice in a year at IVRI Mukteshwar animals and three times in a year, vaccinated animals on another private Farm where protective titres were more than 2.4 (required is 1.8 only) FMD outbreak occurred affecting 30-50% of animals, i.e., the vaccine was proved ineffective. The pertinent question is, either the so-called protective titres are really protective or it is also as false as the benefit of so-called FMD-vaccination. The study referred by Dr. Sharma also revealed that the virus isolated in the outbreak was no different than the virus used for vaccine production. Does this indicate that the vaccine was bogus (produced by IVRI itself) or any other explanation is with you?
3.       If vaccination three times in a year despite with good protective titres and herd immunity failed to protect the animals against FMD virus infection, that too by a similar type of virus as used in vaccine preparation then:
a.        by what knowledge of virology you can recommend the utility of FMD vaccination as you are doing for the last several years.
b.      how you can say that monitoring of protective titres to ensure seroconversion on vaccination is an effective measure to evaluate vaccine efficacy in the field?
c.       how can you say that the ongoing FMD-CP is effective or is of any use in light of the above facts?
4.       The proposal by Dr. Sharma, though questioned by several scientists, approved today focus on the detection of BoLA–Class II genes to establish its relationship to the susceptibility of animals to FMDV under natural conditions. However, he wants to study in a small number of animals that suffered from FMD in 2013 at Mukteshwar in a vaccinated herd where the outbreak precipitated just after vaccination. I failed to understand how this study population justifies a natural condition when the study population was vaccinated and the outbreak occurred just after vaccination. It might be a vaccine-induced outbreak or outbreak due to the vaccine used and was in a protected group of animals instead of animals under natural environment. The suggestion that the study should be conducted at Port Blair where there was no vaccination of FMD since last several years but the outbreak has occurred just a few months back, why it is not acceptable.
5.       On my suggestion for taking the study population at IVRI, Izatnagar, which is larger, and FMD the outbreak occurred in 2015 only, I got a very interesting and amazing reply that details of the investigation of the IVRI, Izatnagar outbreaks are not available. Sir, my questions are:
a.       Why IVRI, Izatnagar FMD outbreak was not investigated properly in detail? Do we lack the expertise to investigate or we destroyed the details of the investigation intentionally? If we lack the expertise then why we claim to be Premiere Veterinary Institute, why we hold CDDL (Central Disease Diagnosis Laboratory)? Why do we claim to home the best virologists of India?
b.      Does IVRI, Izatnagar FMD outbreak was not investigated to protect suppliers of the vaccine? If so, for what? If not, then why the case was not filed against vaccine supplier as the outbreak precipitated just after a week of the vaccination? Do you have some malefic linkages with the vaccine producer/ supplier?
Sir, the above questions are boggling me since after the discussion today in the forenoon and request you to kindly respond in this regard. Failing to receive any suitable response from your end may strengthen my belief that you, directly or indirectly, are involved in the whole scam of substandard FMD-CP vaccines, often responsible for several of the FMD outbreaks.

Doubling the Farmers' Income in India: Approach of Department of Animal Husbandry, Dairying and Fisheries
The Lesson: How to Bluff the Country?

The new Government in India formed a new Ministry (Animal Husbandry, Dairying and Fisheries) on May 2019 to boost the move for Doubling the Farmers' income by 2022. For control of the two most devastating livestock diseases, Foot and Mouth Disease (FMD) and Brucellosis (each causing an annual loss in livestock to the tune of the US $ 3 billion, i.e, ~Rs. 20500/= crores per year,  https://www.researchgate.net/publication/332263494_Proposal_for_Vaccine_and_Vaccination_Policy_for_Control_of_Animal_Diseases_in_India), the ministry got an allocation of a budget of about US $ 2 billion (Rs. 13343/= crores, https://www.narendramodi.in/special-scheme-for-control-of-foot-and-mouth-disease-fmd-and-brucellosis-to-support-the-livestock-rearing-farmers-545152). Earlier the budget was about one-tenth of the new budget allocated for control of FMD and Brucellosis. The determination of the New Government to control diseases in livestock and benefit the farmers and livestock owners is evident with the formation of separate ministry as well as the allocation of a big budget for the purpose.
However, bureaucracy in the New Ministry and Department (DAHDF) is determined to fail the efforts of the new Government. This is evident by the facts revealed through an RTI (DOAHD/R/2019/50172, dated 25-07-2019) to understand the use of the funds allocated earlier. The details are as under:
The RTI requested:
1.            Kindly provide the year wise total budget allocated and utilized in the different state Government and Central Government agencies under different schemes running in your department for Foot and Mouth Disease that is FMD and Brucellosis. Year-wise information, for the last 10 years or since the programs for FMD and Brucellosis Control was started by your department, may kindly be provided at the earliest.
2.            Year-wise purchase details of Vaccines for FMD and Brucellosis control with respect to the number of dosages, suppliers or producers of those supplies through using funds allocated under point 1 in the last 10 years.
3.            Besides the vaccine, other supplies purchased year-wise out of the funds allocated under point 1 in the last 10 years.
4.            Copy of the tenders floated and finalized for purchasing vaccines and other supplies for utilization of the funds allocated at point 1 in the last 10 years.


And the reply is astonishing
"Nil information available".
Similar is the status with control of Classical swine fever, although the Swine fever Control program is in operation since 2014. Please see the RTI and its response below.
Information requested (RTI No. DOAHD/R/2017/50208/1) was
1. The number of Vaccine batches and doses the vaccines used under, Classical Swine fever Control Program 1st January 2007.
2. The number of Vaccine batches used under Classical Swine fever Control Program 1st January 2007 till date have been tested for their quality along with testing reports. Also provide the Date of release of each batch of the vaccine mentioned for field use, date of collection of the samples and date of receipt of the testing report, and date of release of the payment of each batch of the vaccine used should also be provided.

3. The name and address of the producers of the Vaccine batches used under Classical Swine fever Control Program 1st January 2007 till date.
Reply:- Information is not available with CPIO.

Now the big question is:
1. The department which has no account of Rs. 2500/ crores how can we expect that it will be able to manage the budget of Rs. 13343/ crores?
2. How the ministers will be able to handle such a bureaucracy, crafty and loaded with bluffing tactics? 
3. Do the funds will be able to benefit the livestock farmers or will be lost among politicians and bureaucracy?

My letter to CAG of India in this regard is as under:
Respected CAG of India,
                                 It is to bring to your kind notice and request an inquiry against the responsible officials in Department of Animal Husbandry, Dairying and Fisheries (DOAHDF, Ministry of Animal Husbandry, Dairying and Fisheries), who had not maintained the record of money spent on disease control program amounting more than 5000 Crore rupees in last ten years. 

The flaw came to my knowledge  through a reply to RTI DOAHD/R/2019/50172 for
1.            Kindly provide the year wise total budget allocated and utilized in the different state Government and Central Government agencies under different schemes running in your department for Foot and Mouth Disease that is FMD and Brucellosis. Year-wise information, for the last 10 years or since the programs for FMD and Brucellosis Control was started by your department, may kindly be provided at the earliest.

Sub- Request for time to meet to beat the corruption in the Indian Council of Agricultural Research ICAR, please.

Respected Honourable Sir,
I requested about five months ago to the DG, ICAR and more than two weeks ago to President ICAR, Shri Narendra Singh Tomar, Honourable Minister of Agriculture and Farmers Welfare, New Delhi to kindly spare some of his precious time to discuss and beat the ongoing corruption in the council with respect to-
1.    Quality assurance of the vaccines (Under leadership of Director ICAR-IVRI-Izatnagar, Dr. RK Singh) and passing of substandard vaccines without testing leading frequent disease outbreaks even after vaccination and to failure of National Disease control programs like FMDCP, Brucellosis CP, PPR-CP etc.
2.    Closing the public sector vaccine production one by one to create environment of favour to private sector.
3.    Becoming of ICAR Institutes as centres of disease dissemination instead of assuring healthy livestock to the country.
4.    Protections of corrupts and promotion of corruption. Those involved in corruption in the council are promoted and protected till their graceful retirement.
5.    Anti-cow protection acts of ICAR Institutes. Non-productive, disabled and diseased cows have routinely been auctioned from ICAR Institutes to butchers ((Under leadership of Director ICAR-IVRI-Izatnagar, Dr. RK Singh)). To hide the disease, ICAR institutes are not monitoring their farms for infectious and contagious diseases like Brucellosis and Tuberculosis.
However, even after five months I wrote to DG-ICAR and more than two weeks ago to the Minister, I have not been given time to put the facts and strategy to beat the corruption in the Council. It might be probably either due to involvement of the responsible person in the corruption themselve or due to interest in promoting the corruption or due to intention to protect corrupt friends in the system or due to some other more important work and business. Sir, it is corruption only which have made to failure of most of the disease control program launched by the ministry in past, but due to one or other reasons corrupts involved have been continuously been protect till they get graciously retired and given laurels even after retirement. Therefore, Sir, I request you to kindly spare a little of your valuable time it will be very kind of you if you can invite the experts to the requested meeting so that my point of view can be assessed properly and unbiased and corruption in the council can be handled properly to benefit the farmers so that the Goal of doubling farmers income can be visualized in time, please.

SubRequest for time to meet to beat the corruption in the Council, please.

Respected Sir,
Honourable Sir,
I requested about five months ago to the DG, ICAR, New Delhi to kindly spare some of his precious time to discuss and beat the ongoing corruption in the council with respect to:
1.    Quality assurance of the vaccines (Under leadership of Director ICAR-IVRI-Izatnagar, Dr. RK Singh): There is no measurable and appreciable reduction in infectious and contagious diseases of livestock despite spending billions of rupees on vaccination and ongoing disease control programs year after year. Corruption in vaccine quality assurance is now the prominent the character of the responsible Institute. The responsible person (Director IVRI) has continuously been protected and supported to keep it going.
2.    Closing the public sector vaccine production one by one: There is a big dilemma why GMP is not installed in Indian Veterinary Research Institute despite the GMP block constructed after spending Krores of rupees of exchequer more than a decade ago and allocation of  Rs. 36 Krores about five years ago for furnishing and making the GMP block functional. It reduces competition in the market making the vaccine production non-competitive monopoly of some vaccine producers. The rampant FMD outbreaks after 2012 appear to be the outcome. The Institute produced and sold biologicals without any licence to do so for decades together without any proper quality control and ted testing.
3.    Becoming of ICAR Institutes as centres of disease dissemination (Again under leadership of Director ICAR-IVRI-Izatnagar, Dr. RK Singh) instead of assuring healthy livestock to the country. Diseases are continuously been disseminated through the sale of diseased animals, improper bio-waste (often loaded with dangerous laboratory/ challenge strains of disease-causing pathogens) disposal, distribution of substandard diagnostics and passing of substandard vaccines etc. The premiere Institutes of Animal Sciences are home of all kinds of diseases, why do we can’t put the example of disease-free herds? If we can’t materialize disease control programs at our own farms why we advocate those for poor farmers of India, to benefit whom?
4.    Protections of corrupts and promotion of corruption: There is no hidden truth that those involved in corruption (major) in the council are often promoted and given extra care to protect them and complaints of corruption against those are kept in abeyance till the corrupts get graceful retirement. Disease outbreaks occurring year after year in many of the Institute especially for those diseases preventable with vaccination, but no action is ever taken against the vaccine suppliers, or vaccinators or the management, is it not to promote corruption or protect traitors?
5.    Anti-cow protection movement of ICAR Institutes (Under leadership of Director ICAR-IVRI-Izatnagar, Dr. RK Singh): It is an established fact that non-productive, disabled and diseased cows have routinely been auctioned from ICAR Institutes to so-called farmers. The question is why? Do the non-productive, disabled and diseased cows become profitable at farmers door, do farmers are better managers than so-called experts and doyens of Veterinary and animal sciences or animals are sold to butchers so that they can transport those using the sale certificate from the Institutes or anything else? To hide the disease, ICAR institutes are not monitoring for infectious and contagious diseases like Brucellosis and Tuberculosis, why?
However, even after five months, I have not been given time to put the facts and strategy to beat the corruption in the Council. It might be probably either due to the involvement of the responsible person in the corruption himself or due to interest in promoting the corruption or due to intention to protect corrupt friends in the system or due to some other more important work and business. Sir, it is corruption only which have made to failure of most of the disease control program launched by the ministry in past, but due to one or other reasons corrupts involved have been continuously been protect till they get graciously retired and given laurels even after retirement. Therefore, Sir, I request you to kindly spare a little of your valuable time it will be very kind of you if you can invite the experts to the requested meeting so that my point of view can be assessed properly and unbiased and corruption in the council can be handled properly to benefit the farmers so that the Goal of doubling farmers income can be visualized in time, please.

The PMO Response

I rated this response at the lowest (poor) with the following Comments:
The same response means, No response, since Last 5 year even after repeated requests. It would have been a consolation if a CBI inquiry would have been ordered or PMO would have been agreed to see the corruption documents. This is not a small matter, due to this ongoing corruption since decades more than Rs. 50 000 Krores are lost from livestock sector every year as direct loss and indirect loss is unaccounted, and Central Government spends more than Rs. 2500 Krores every year on the disease control and state Governments spend even more year after year. The apathy shown by PMO for the complaint only shows the level of transparency and concern of Government for the Farmers.
