As per census (2011, http://www.census2011.co.in/census/city/120-bareilly.html), Bareilly City population consist of 38.8% Muslims. If we consider the whole Bareilly district Muslims are about 1536534 i.e., 34.5% out of the total population in Bareilly District (http://www.villageprofile.in/uttar-pradesh/bareilly).  Most of the dairies in Bareilly are owned by Hindus (https://www.justdial.com/Bareilly/Milk-Dairy/nct-10322884).
Now see the statistics of four years for dairy cows auctioned at ICAR-IVRI, Izatnagar, Bareilly:
·       Of the 259 cows auctioned (2011-14), 71.8% were purchased by Muslims only. Of the auctioned cows about 31% (81) were purchased by persons involved in animal slaughter.
·       Of the 74 Tharparkar (an Indian breed) cattle auctioned 59 (~80%) were purchased by Muslims. The most of the (68.9%, 51) Tharparkar cows (being white, in personal communication it was cleared by a person in the business that in case of being caught for cow slaughter they can escape because most of the bullocks are white) were sold to community engaged in slaughter of animals (44) or in business of animals (7) and only very few of real dairy farmers.
The question is:
1.        Why the cows were preferably auctioned to or purchased by a specific community?
2.        What was the purpose of selling non-productive or discarded cows or diseased cows?
3.        Is it not the duty of the organization to ensure the fate of the cows while selling them?
4.        Is it not the promotion of cow slaughter in the state where total cow slaughter ban is in action?
5.        Why is the premiere Veterinary Institute is forced to sell the diseased animals, repeat breeders or aborting animals? Can’t those animals be treated? If they can’t be treated at IVRI, where they can be? Do the administrators not know the fate of such non-productive or diseased animals?

What the law says: The Uttar Pradesh Prevention of Cow Slaughter (Amendment) Act, 2002 Act 14 of 2002. Section 3 of the Act is being reproduced below: “3. Prohibition of Cow Slaughter- No person shall slaughter or cause to be slaughtered, or offer or cause to be offered for slaughter, a cow, bull or bullock in any place in Uttar Pradesh, anything contained in any other law for the time being in force or any usage or custom, to the contrary notwithstanding.”
It is, thus, apparent that there is an absolute prohibition on the slaughtering of cows, transportation or sale for the purpose of slaughtering (Allahabad High Court Order 4122015 dated 4-12-2015, http://www.awbi.org/awbi-pdf/allahabad_hc_order_4122015.pdf). That is you cannot donate or sell cow progeny for slaughter.

          Under section 8 (1) of the Act it is mentioned “Whoever contravenes or abate the contraventions of the provisions of section 3, section 5 or section 5-A shall be punished with rigorous imprisonment for a term which may extend to seven years and with fine which may extend to ten thousand rupees.

      It is also a fact that of the purchasers of cows from IVRI Izatnagar, several have been booked for the illegal slaughtering of the animals (cows) in preceding years but at the premiere institute for the cause of animals is still selling the animals to those who can slaughter cows. Why? Probably because of the existing auction rules where farmers either fails to win the bids or are not interested in purchasing non-productive of diseased animals.

Note: This information is based on the data received from IVRI, Izatnagar under RTI Act-2005. RTI was done to explore the fate of sick cows auctioned in the year 2011-14.

हम हैं गौ सेवक
यूं तो बरेली जिले में सिर्फ साढे 38 परसेंट मुस्लिम पॉपुलेशन है और ज्यादातर डेरिया भी हिंदुओं की है परंतु जब आईवीआरआई से गायों की नीलामी होती है तो लगभग 72 परसेंट गाय मुसलमान खरीद लेते हैं और देसी थरपारकर गायों को तो ज्यादातर मुस्लिम समुदाय के लोग ही खरीदते हैं आश्चर्य की बात यह है कि जो खरीदार हैं उनमें से कई तो गौ हत्या के अपराध में या तो जेल जा चुके हैं या जेल में बंद है 
गौ हत्या निरोधक कानून के अनुसार गौ हत्या के लिए गाय बेचने वाला भी उतना ही सजा का भागी है जितना गाय को काटने वाला. 
वैसे भी आईवीआरआई से गाय पालने के लिए तो बेची नहीं जाती क्योंकि उनमें से बहुत सी तो दूध देने लायक नहीं होती, बच्चा जनने लायक नहीं होती है, या रोग ग्रसित होती हैं तब उनका बेचने का मकसद क्या हो सकता है यह एक जलता हुआ प्रश्न है?
 जिन गायों का इलाज आईवीआरआई जैसी जगह पर नहीं हो सकता उन्हें बेचना क्योंकर हो सकता है क्या कोई और ऐसी जगह है जहां उन्हें रोगमुक्त करके फिर से उपयोगी बनाया जा सके. 
मुझे नहीं लगता कि गायों को बेचने वालों को नहीं पता की इनका क्या भविष्य होगा परंतु फिर भी पता नहीं क्यों बहुत सी गाय कसाइयों के हाथ भेज दी जाती हैं क्यों? और क्यूं चुप हैं सब?

 यह जानकारी आरटीआई नियम के तहत प्राप्त की गई है अतः सबके साथ साझा की जा रही है जिससे कि आप लोग भी जाने कि किस ढंग से हम गौ सेवा कर रहे हैं
गाय तस्करों के द्वारा कसाइयों तक पहुंची या फिर बेचीं ही कसाइयों को गईं.
