The case
Substandard quality of vaccines and medicines in India is no hidden fact (https://www.researchgate.net/publication/317715214_Why_India_Failed_to_Penalize_those_Responsible_for_the_Circulation_of_Substandard_Medicines_and_Vaccines_while_China_Succeeded) however, you can’t speak about it despite the democracy in the country. As Director of CCS National Institute of Animal Health, Baghpat (the institute mandated to monitor the quality of biologicals in animals in India, http://ccsniah.gov.in/) I tried in to report the substandard of Foot and Mouth Disease Vaccine used under FMD Control Program of India (FMD-CP) in 2014 just after start of the regime of the so claimed honest government of India, first I was threatened of consequences if I report. After my report based on thorough testing with whole staff of CCS-NIAH for physical and microbiological quality of FMD vaccines of three companies supplying whole lot of the vaccine for the program (two private and one Govt. of India owned company) on 5th November 2014 (https://www.researchgate.net/publication/267705649_Testing_of_FMD_Vaccine_intended_to_be_used_under_FMD-CP_of_Govt_of_India_at_CCS_NIAH_Baghpat_UP_India), a committee was constituted against me and I was to resign from the post of the Director. The committee was formed thwarting all the norms illegally by Indian Council of Agricultural Research (ICAR) under Ministry of Agriculture and Farmers Welfare, the same department holding the ownership of the vaccine-producing company, the department has no right to form any committee for challenging the vaccine quality and this matter comes under purview of Drug Controller General of India (DCGI), but the latter kept quite. All the persons in the GOI committee formed to enquire were directly linked with the approval of GMP facility of the vaccine producer companies and were also the employee of the same Department. The motive was clear; despite my request, the committee had no expert of vaccine quality testing or from DCGI.
As expected the committee gave the false and forged report and RTI revealed the facts that:
a. Samples tested at CCS NIAH were not tested by the committee.
b. Reserve copy of the samples tested at CCS NIAH available at IVRI, Bengaluru was also not tested by the committee.
c. Defying all the rules, samples were collected a fresh directly provided by the producers of substandard vaccine rather than collection from state depots where vaccines were available, or from State veterinary Hospital where the vaccine was being used or from the market.
d. Samples, if collected, were collected by unauthorized persons from inappropriate sites (directly from producers).
e. Samples were never received at IVRI, Izatnagar as under RTI, IVRI failed to provide any proof of sample receipts in writing and also failed to show the samples physically.
f. The samples were tested at IVRI, Izatnagar (an unauthorized place the to test the quality of FMD vaccine) instead of IVRI, Bengaluru.
g. The testing, if any was done at IVRI, Izatnagar was completed on 6th February 2015, and the report was submitted on 7th February 2015. However, the committee submitted its report based on the said testing 25 days ahead of the completion of the vaccine testing. What a clever forgery?
h. The report is still with ICAR vigilance but it was submitted on 6th February 2015 to High Court (at Lucknow) claiming that it has been accepted by the Council. The confident traitors bluffed the Court too.
The whole matter has been brought to the knowledge of Director General of ICAR, the Minister of Agriculture and Farmers Welfare of India and Prime Minister Office of India, not only once but more than half a dozen of times in last two years. Since then the FMD Vaccine from the same company has failed several times even in most of the renowned Institutes of Animal Sciences (Including Indian Veterinary Research Institute) under the same department (http://azad-azadindia.blogspot.com/2017/05/why-department-of-agriculture-and.html) but in spite of taking note of that the department has made the Government FMD producer Company (while none of the two private companies whose vaccine was reported substandard in our report filed any complaint) to file a case against me at Hyderabad, thousands of miles away from my place of work and residence, why:
1. Despite the knowledge that the company has to lose the case because of the false report of the GOI Committee on the basis of which they claim that they are honest, they have filed the case because:
a. Money to fight the case is not going from their (management officials) own pocket, it is Govt. money from the pocket of taxpayers of India.
b. To create the environment of terror in minds of honest quality control officers, and to send the message to the masses that who so ever will try to be honest his fate will be like that of Dr. Bhoj R Singh.
c. To kill the truth and truthful people.
d. To ruin my future as a scientist and as a science administrator.
2. To force me and my family to live under continuous threat for life and livelihood.
3. To destroy my financial stability as I have to fight the case at Hyderabad, thousands of mile away from my workplace and have to hire an expensive advocate to defend.
The GOI Committee has not only harmed me, my career, my scientist within and my working potential but is responsible for the killing of thousands of cows and its progeny due to permitting the use of the substandard vaccine.
Moreover, the committee approved the addition of enrofloxacin (a fluoroquinolone) as a preservative in FMD vaccine intended to be used in dairy animals. This drug is prohibited because in age below 14 years in human it causes permanent damage to joints, ligaments, tendons and nerves and a child exposed to this drug may start to have epilepsy and he or she can never be an athlete. Probably it may be one of the reasons that India, a nation with 1.3 billion of people, has no International athlete. Do the traitors are not leading for genocide in India?
It is an organized crime ongoing in India even under the umbrella of so-called honest and anticorruption Govt of India under the able leadership of Shri Narendra Modi, the great PM. How the vaccines and other medicines are passed in India is known to all, with the money you can buy anyone in India.

इस संघर्ष में आजकल मैं एक दूसरे संघर्ष से भी जूझ रहा हूँ वह है सरकारी महकमों द्वारा भाँती भाँती से मेरे जीवन कि राह को कठिन से कठिनतर बनाना. इस सब की शिकायत सम्बंधित विभाग के मंत्री (श्री राधा मोहन सिंह जी) के अलावा बारम्बार प्रधानमंत्री ऑफिस में भी दर्ज की गई परन्तु ऐसा लगता है उनका भी भ्रष्टाचार मिटाने से ज्यादा उसके पोषण में विश्वाश है.
अगर भारत का प्रधानमंत्री भी आपकी भ्रष्टाचार के विरुद्ध लड़ाई में भ्रष्टों का ही साथ दे रहा है तो इसे सरकारी आतंकवाद कहने में हर्ज ही क्या है.
भारत में वैक्सीन और दवाइयों की गुणवत्ता इसी से जगजाहिर है है कि भारत दुनिया का नकली दवाइयाँ और वैक्सीन बनाने वाला नंबर एक देश है. परन्तु आप चाहकर भी इसके विरुद्ध आवाज नहीं उठा सकते. पशुओं में प्रयोग होने वाली मुंह पका खुर पका रोग की वैक्सीनों को वैज्ञानिक तरीके से जांच के बाद मैंने जब डायरेक्टर रहते हुए रिपोर्ट दी तो मुझे ना सिर्फ पद छोड़ना पड़ा वरन मेरे ऊपर जांच बिठाई गई और जांच कमिटी ने बगैर जांच किये ही मेरे विरुद्ध रिपोर्ट दी. उस जांच रिपोर्ट को लगाकर एक भारत सरकार की कंपनी ने मुझे पर मेरे कार्य स्थल से हजारों किलोमीटर दूर हैदराबाद में मेरे ऊपर दो वर्ष पहले केस किया जिससे की मैं भाग-भाग कर बेहाल हो जाऊं, कंगाल हो जाऊं और सच बोलने वालों को ये सन्देश भी दिया जा सके कि देखो राम-राज्य में सच बोलने कि सजा क्या होती है.
जब इससे भी बात नहीं बनी तो मारने कि धमकी भी दी, माफ़ी माँगने के लिए धमकाया भी, और मेरे भविष्य को वैज्ञानिक और विज्ञान प्रशासक के तौर पर पूरी तरह समाप्त भी किया. मेरे विद्ध जांच कि हालत ये रही कि:
१. ना तो वे नमूने कमिटी ने टेस्ट किये जो मेरे द्वारा किये गए थे.
२. ना वे नमूने जांच किये जो रिज़र्व में भा. पशु चिकित्सा अनुसंधान, बेंगलुरु में सुरक्षित रखे गए थे.
३. न नमूने बाजार से लिए गए, न उन अस्पतालों से जहां वो वैक्सीन सप्लाई हुए थे.
४. नमूने कंपनी से लिए गए और उसका भी RTI में कोई सबूत नहीं मिला कि नमूने लिए गए थे.
५. उनकी जांच वहां कराई गई (भा. पशु चिकित्सा अनुसंधान, इज्जतनगर) जहां उन्हें जांच करने के लिए कानूनन मान्यता नहीं थी.
६. गैरकानूनी जांच करने वालों (भा. पशु चिकित्सा अनुसंधान, इज्जतनगर) ने RTI में बताया कि उन्होंने रिपोर्ट ७ फरवरी को भेजी परन्तु कमिटी ने २५ दिन पहले ही अपनी रिपोर्ट आनन् फानन में जमा करके उसे स्वयं ही मंजूर करके कंपनियों के सपोर्ट में कोर्ट में यह कहकर जमा भी कर दिया की रिपोर्ट मान्य कर दी गई है, जबकि विभाग (भा. कृषि अनु. परिषद्) के अनुसार अभी भी कमिटी की रिपोर्ट पर जांच चल रही है. और उसे RTI के तहत मुझे हर बार देने से मना कर दिया गया क्योंकि अभी जांच पूरी नहीं हुई है.
पूरे मामले को महानिदेशक भा. कृषि अनु. परिषद्, सचिव भा. कृषि अनु. परिषद्, सचिव कृषि मंत्रालय, केंद्रीय मंत्री कृषि एवं कृषक कल्याण मंत्रालय, प्रधानमंत्री कार्यालय को बारम्बार बार भेज दिया गया परन्तु मिला क्या?
१. नौकरी में भी कठिनाई, प्रमोशन से भी छुट्टी, पद से भी छुट्टी.
२. मुकदमा वो भी सुदूर हजारों किलोमीटर दूर
३. मारने कि धमकी
४. रोज का डर, संघर्ष और तनाव
ये सब कब मिला, जब देश में ईमानदार, पारदर्शी सरकार है और राम-राज्य का बोलबाला है.
क्यों? जिससे कि सन्देश दिया जा सके कि ये कलयुग का राम-राज्य है सच ना बोलियों, बोले तो देखलो क्या हालत कर देते हैं हम.
