Indian Veterinary Research Institute Flouted the Tenets of Veterinary Education भारतीय पशु-चिकित्सा अनुसन्धान संस्थान, बरेली ने भोंक दिया पशु चिकित्सा शिक्षा की पीठ में छुरा


भारतीय पशु-चिकित्सा अनुसन्धान संस्थान, बरेली (डॉ. राज कुमार सिंह के  नेतृत्व में) ने भोंक दिया पशु चिकित्सा शिक्षा की पीठ में छुरा
भारत  सरकार के घोषित नियमों के अनुसार (भारत सरकार का गैजेट संख्या DL ३३००४/९९, भाग सेक्शन . २८६ तिथि १२--२०१६ के पृष्ठ संख्या 12) न्यूनतम आवश्यकता है कि पशु-चिकित्सा कॉलेज में डीन और विभागाध्यक्ष के पद पर केवल ऐसे अध्यापक की नियुक्ति की जायेगी जिसके पास बुनयादी पशु चिकित्सा उपाधि होगी. पशु चिकित्सा कालेज के शिक्षक पूर्णकालिक शिक्षक होंगे और वे गैर-व्यवसायिक भत्ता (एनपीए) पाने के हकदार होंगे.  परन्तु भा. पशु चि. अनुसंधान संस्थान बरेली ने २०१५ में पशु चिकित्सा में बुनयादी डिग्री कोर्स शुरू करने के साथ ही पशु चिकित्सा शिक्षा के साथ धोखा भी शुरू कर दिया. संस्थान में डीन और विभागाध्यक्षों के पास पशु चिकित्सा की बुनयादी योग्यता ही नहीं है जो कि पशु चिकित्सा शिक्षा के बुनयादी नियमों तथा भारतीय पशु चिकित्सा परिषद् का खुल्लम खुल्ला मजाक है. परन्तु इस मजाक को मजाक ही रहने दिया तो निश्चित ही वो दिन दूर नहीं जब पशु चिकित्सा शिक्षा का बेड़ा गर्त में होगा और अयोग्य डीन, विभागाध्यक्ष और शिक्षक पशु चिकित्सा शिक्षा की हंसी उड़ा रहे होंगे.

With respect to Veterinary Education in India, some rules are to be followed by each and every Institution to be eligible to award the degree. Those rules have been duly notified by the Gazette of India REGD. NO. D. L.-33004/99, PART III—Section 4, No. 286 dated 12-07-2016. The Gazette specifies on page 101 at point (2) “The post of Dean and Head of Department in a Veterinary College shall be filled up only with a teacher with basic veterinary qualification and the teaching staff in a veterinary college shall be whole-time teacher and shall be entitled for Non-Practicing Allowance (NPA).”
Veterinary college means any institution conferring B.V.Sc. & A.H. or B.V.Sc. Degree, the basic degree in Veterinary sciences making a person eligible for registration to practice veterinary medicine and surgery. The ICAR-Indian Veterinary Research Institute also started the B.V.Sc. & A.H. degree course in 2015 but flouting the minimum requirement for faculty to teach the students of B.V.Sc. & A.H. again proved that ICAR means “I Can’t Abide by the Rules”.
However, in ICAR-Indian Veterinary Research Institute many of the faculty teaching B.V.Sc. & A.H. students don’t possess the required basic veterinary qualification. The details of the non-qualified people as per the Indian Gazette with their position in the faculty are as under:
1.          Dean (Dr. Triveni Dutt) of the Institute
2.          Head, Division of Animal Nutrition (Dr. Ashok Kumar Verma)
3.          Head, Division of Animal Physiology (Dr. G Taru Sharma)
4.          Head, Division of Animal Genetics (Dr. Bharat Bhushan)
5.          Head, Division of Animal Biochemistry (Dr. Mrs. Meena Kataria)
6.          Head, Division of Extension Education (Dr. Mahesh Chander)
7.          In-charge, Livestock Production and Management (Dr. G. Gaur)
8.          Head, Division of Livestock Economics and Statistics (Dr Sanjay Kumar)
Besides, dozens of non-qualified faculty teach veterinary sciences in the Institute specifically in the above-mentioned departments. Now the question is why the institute is not abiding by the rules of Government of India? Is it either due to ICAR means “I Can’t Abide by Rules” or something else more serious is going on to destroy the veterinary education in India?
The more serious question is, despite the notification by the government almost three years ago (2016), why the ICAR or Indian Veterinary Research Institute has not taken any action to correct the anomaly, and even after knowing all the facts Veterinary Council of India approved the Institute for teaching to B.V.Sc. and A.H. students?
Who is responsible for the treachery with the Veterinary Science Education??????

  2. The name of directorates of veterinary has been changed to animal husbandry to suit appointment of IAS
