The RTI queries from CENTRAL DRUGS STANDARD CONTROL ORGANISATION (CDSCO) revealed how the system is permitting livestock genocide in India.

RTI-1 CDSCO/R/2019/50105

1. The name of companies to whom a license for production of Veterinary homeopathic product given in the last 10 years along with the Drug license numbers) names of the companies, names of the licensed products, a copy of the guidelines followed for licensing.

2. The date of approval for use of veterinary homeopathic medicines by Govt of India for veterinary or animal use with the copy of Gazette notification of Govt of India.

3. List of veterinary homeopathic products included in Drug and Cosmetics Act, Govt of India, time to time up to 2019.

5. The criteria and schedule for inclusion and approval of veterinary homeopathic products for inclusion in homoeopathic Pharmacopeia of India.

6. The name of Govt analyst for Veterinary homeopathic products along with name and address of the approved laboratory for quality testing of veterinary homeopathic products

7. Name and Number of veterinary homoeopathic products tested in the last 10 years with a copy of their test report along with the name and procedures of tests used.

CDSCO does not have the information on list of firm issued license for veterinary homeopathic medicines, number of product tested etc.

From the RTI information obtained from ICAR-Indian Veterinary Research Institute, Izatnagar it is learnt that the Indian Veterinary Research Institute is not holding a license of production and sale of Veterinary biologicals including diagnostics and vaccines since 1992, as the license expired in December

1992 has not been renewed. However, the Institute kept on producing and selling Veterinary biologicals for about 25 years without a valid license. Sir, in light of the above facts kindly provide the following information-

1. Name of the persons responsible for the continued violation of Drug and Cosmetics Act by the Indian Veterinary Research Institute for 25 years through producing and selling veterinary biologicals without the license.

2. Copy of the action taken the report if any against Indian Veterinary Research Institute.

3. Present status of the license mentioned above to Indian Veterinary Research Institute.

4. Possible actions and punishment prescribed in the case of the continued violation of the Drug and Cosmetics Act by the Indian Veterinary Research Institute for 25 years through producing and selling veterinary biologicals without the license.

Reply of point no. 2, 3 & 4: Manufacturing, sale and distribution of drugs in the country are regulated under the provisions of Drugs & Cosmetics Act, 1940 and Rules 1945 made thereunder through a system of licensing and inspection. Licensing for manufacturing, sale and distribution of drugs are granted by State Licensing Authorities appointed by respective State Governments.

The State Licensing Authorities are empowered to take action against violations of any of the conditions of license.

Therefore, you are requested to directly approach concerned State Licensing Authorities for desired information.
