 महानिदेशक जी आपसे डेढ़ साल पहले निवेदन किया था आदरणीय महोदय अब तो कृपा करके बता दीजिए कि:-

1. एक साल में दो और तीन बार टीकाकरण के बाद भी मुँह पका खुर-पका रोग क्यों फैल रहा है, वो भी वैक्सीन लगने के आठ-दस बाद ही,  क्या रोग का कारण वैक्सीन ही है. यह रोग ना सिर्फ़ पशुपालकों के पशुओं में बल्कि पशु विज्ञान के प्रतिष्टिस्थित संस्थानों में भी आए दिन फैलता है. जैसे कि 

-भा. पशु. चिकित्सा अनु. संस्थान बरेली में, मुक्तेश्वर में.

-रा. डेरी अनु. संधान संस्थान करनाल में

-तनुवास चेन्नई में

-मिलिटरी डेरी फार्म मेरठ में

--वेट. कॉलेज लुधियाना में

--राष्ट्रीय भैंस अनुसन्धान केंद्र हिसार (हरयाणा), और नाभा (पंजाब) में

-FMD फ्री स्टेट आंध्रप्रदेश, पंजाब, तेलंगाना में

-22 राउंड टीकाकरण के बाद भी उ. प्रदेश में, हरयाणा में, झारखंड में

-हर उस छेत्र में जहाँ FMD-CP पिछले 10-15 साल से चल रहा है.

2. महानिदेशक जी भा. कृषि अनु. संधान परिषद के कई संस्थानों में FMD पिछले 10 साल में लगातार टीकाकरण के बाद भी सैंकड़ों पशुओं को लील चुका है, करोड़ों रुपये का उत्पादन खा चुका है और आपका ठेकेदार संस्थान लगातार वैक्सीन को उच्च गुणवत्ता का भी बता रहा है. परंतु कभी भी किसी फार्म इंचार्ज, किसी निदेशक पर तो दूर किसी घटिया वैक्सीन बनाने वाली कंपनी पर भी कार्यवाही क्यों नहीं हुई, उन्होने आख़िर कौन सा टानिक आपको पिलाया हुआ है?

3. वैक्सीन की गुणवत्ता जाँचने का ठेका आपके भा. पशु चिकित्सा अनु. संधान संस्थान का है, क्यों नहीं नियमानुसार वैक्सीनों की जाँच हो रही है.  किसी एक बैच वैक्सीन की भी कभी हुई है तो सबूत देने की कृपा करें? वैक्सीन की जाँच में, सैंपलिंग में, सैंपलों के रख-रखाव के, जाँच के वे सारे नियम जो भारतीय फार्माकोपिया में लिखे गये हैं क्यों नही लागू होते आपके संस्थान में?

4. मेरे द्धारा  दी गई वैक्सीन गुणवत्ता रिपोर्ट पर डा. गयाप्रसाद की समिति द्धारा दी गई झूठी रिपोर्ट पर क्यों नहीं कार्यवाही हो पा रही? डा. गयाप्रसाद की समिति द्धारा दी गई झूठी रिपोर्ट के बारे में RTI के तहत दी गई जानकारी के अनुसार वो रिपोर्ट कभी भी मान्य नहीं हुई और किसी को कभी दी भी नहीं गई, फिर कैसे

-वो रिपोर्ट DAHDF द्धारा इलाहाबाद हाई-कोर्ट (लखनऊ ) में यह कहकर जमा कर दी गई कि रिपोर्ट मान्य है, क्यों, कैसे?

-IIL हैदराबाद ने मेरे उपर डा. गयाप्रसाद की समिति द्धारा दी गई झूठी रिपोर्ट को सबूत के तौर पर लगाकर केस किया गया, क्यों, कैसे?

5. आप के संस्थानों में ही जब वैक्सीन लगाने से ब्रुसेल्लॉसिस और PPR कंट्रोल नहीं हो पाई तो इन झूठे प्रोग्रामों को आपकी संस्तुति पर देशभर में चलाकर पशुपालकों को धोखा क्यों दिया जा रहा है?

6. आप कहते हैं कि PPR वैक्सिनेसन पर खर्च किया गया एक रुपया 70 रुपये का लाभ देता है तो क्यों नहीं ये वैक्सीन इसे बनाने वाले और आपके दूसरे संस्थानों के पशुओं में में लगाई जा रही? क्योंकि जहाँ जहाँ भी ये वैक्सीन लगती वहाँ वहाँ रोग होने की संभावना बढ़ जाती है, या रोग हो जाता है.

आप और आपके संस्थान भारत के ग़रीब पशुपालकों को क्यों धोखा दे रहे हैं?

भा. कृषि अनु. संधान परिषद के महानिदेशक महोदय, वर्षों से आपकी इन मामलों में चुप्पी और कार्यवाही ना करना  आपका इनमें परोक्ष या अपरोक्ष रूप से शामिल होना सिद्ध कर रहा है. आपसे अनुरोध है कि घोटाले करके पैसे पैदा करने के और भी अनेक रास्ते हो सकते हैं कम से कम ग़रीब किसानो को बख़्श दीजिए, ये ही इस देश की जीवन रेखा हैं, ये ही नहीं रहेंगे तो घोटाले कैसे होंगे?

What I requested to DG ICAR, New Delhi on 5th September 2016 in Substandard Foot and Mouth Disease Vaccine Matter?

In FMD vaccine testing matter, what I requested to DG Indian Council of Agriculture Research in the meeting on 5^th September 2016.

1. Why FMD outbreaks even after vaccination and within a month of vaccination with IIL FMD Vaccine at:

a. IVRI, Izatnagar in January 2016.

b. In NDRI Karnal.

c. In TANUVAS, Chennai.

d. In Military Dairy Farm, Meerut (2016) and at several other places.

Sir, through your kind self I want answers for the following questions from Division of Animal Sciences and specifically Director IVRI, Izatnagar:

2. Why there was FMD Outbreak with more than 4 dozens of deaths despite FMD vaccination?

3. Why not any action has been taken against IIL, Hyderabad, the FMD vaccine supplier?

4. Why IVRI, Izatnagar is not testing the vaccines as per Indian Pharmacopeia (IP) though claiming to follow IP, is it not to benefit the producers of substandard vaccines?

5. Why all the rules of sampling and testing vaccine were thwarted to favour IIL, Hyderabad?

6. Why copy of the report by Dr. Gaya Prasad (then ADG, AH) against my testing has not been provided to me despite several requests? Moreover, without any letter or communication to me, the stern action was recommended by the Division of Animal Sciences against me. Why the Dr. Gaya Prasad report was given to IIL and DADF, though they are distantly related to ICAR?

7. Why the rules for publishing research/ report are different for different people as:

8. Dr. RK Singh, now Director IVRI, Izatnagar published two papers with IIL, Hyderabad without any permission and at that time he was not Director, he was just Principal Scientist.

Similarly B. Pattnaik, now Director, PDFMD, also published papers with IIL Hyderabad without permission from any higher authority.

If “a” and “b” are true then why permission was necessary for Dr. Bhoj Raj Singh being Director of the Institute for publishing the report of substandard FMD vaccine? Probably because truth is not liked by Division of Animal Sciences at ICAR and they were hand in gloves with producers of the substandard vaccine?

9. Why FMD outbreak occurred by FMD virus type “A” in IVRI when vaccination was going on with IIL FMD vaccine? This virus was neither there (nearby Bareilly) nor in UP (it was only Type “O”)? Why was it not allowed to be investigated By Division of Epidemiology despite request? At the time of the outbreak statement from IVRI was issued that disease might have come from nearby villages, but they never questioned the vaccine, why?

10. When has IVRI transferred FMD vaccine technology (http://ivri.nic.in/ITMU/MajorAchievements.aspx) to three firms (only four firms in India are producing FMD vaccine) then why it said to you that technology is of not IVRI (as communicated by you in the earlier meeting)?

11. Why there are deaths due to FMD, Brucellosis, Tuberculosis, PPR and Pasteurellosis on IVRI, Izatnagar Livestock farms? If these diseases cannot be prevented at IVRI, Izatnagar how Division of Animal Sciences approved the program for the National Control programs on control of Brucellosis, FMD & PPR? Is it not treachery to Indian farmers? Or it is just to benefit the vaccine producers.

12. Why IVRI is auctioning the cows after abortion (most of the abortions are due to Brucellosis and animals become lifetime spreader after disease), is it to spread the disease to all parts of India so that more and more need for vaccination can be shown?

13. PPR Vaccine technology is also of IVRI but in last five years, several times hundreds of goats have died due to PPR only after vaccination, why?

Sir, the reply to the above queries may reveal how Director IVRI is hand in gloves with IIL, Hyderabad that has filed a case against me to punish me for revealing the truth.

It is sad to observe that in the regime of Pro-Hindu Government elected by Indian masses, with great hope to preserve and protect Hindus and Hindu traditions & values and the nation, lakhs of cows dying starved for food and water in Gaushalas. Though the present Government came with high promises to save Desi cow and promote its progeny, incidences of cow deaths are reported more rampant than before 2014.   Interestingly cow deaths were more in Gaushalas maintained either by the Government or by the leaders of the ruling party in 2016-17, probably due to confidence that “who can raise finger against so-acclaimed honest people devoted to protecting cows”. Here, I have tried to find out reasons for so many cow deaths in Gaushalas in the last two years.

1.       Anti-Government media: It is often said that media working against the government is reporting actively for cow deaths and is more vigilant against ruling party leaders maintaining Gaushalas. However, it is one of the most desirable acts of media in a democratic system for the survival of the system. Now, it is apparent from viewing the audio-visual and print media that they keep on writing and telling success stories of RamRajya brought up by one or other Rams. It is getting more difficult than ever in India to report against the ruling party even the very powerful media groups are busy praising Modi ji.

2.       A large number of Gaushalas: In India, there are more than 4000 Gaushalas and only 1850 are recognised by AWBI of these only 104 got registrations in the last 4 years only that too mostly in BJP ruled states. The management and monitoring of Gaushalas are very much in a fluid state and there seem to be so many bores to syphon the funds allocated and received. So many Gaushalas without funding for the last two years, nobody knows how they are managing. 
Management of Gaushalas and Gausadans is under total chaos, and even AWBI does not have information on:
1. The number of Gausewa Ayogs, Gauraksha Ayogs, Gausewa Samities, Gaushala Ayogs and organizations created or established by the States and Central Government in last 5 years in India, year-wise breakup.
2. The number of Gaurakshadals, Guasewa dals, Cow protecting organizations and similar organizations registered in India, along with year-wise new registrations in last 5 years.
3. The number of cows and cow progeny reared, rescued, and maintained by Gaushalas and Gausadans in last 5 years in India.
4. The number of cows and cow progeny died at Gaushalas and Gausadans in last 5 years in India.
5. Important causes and reasons of deaths of cows and cow progeny died at Gaushalas and Gausadans in last 5 years in India.
6. Future plan of the State Governments and Central Government of India for protecting, nurturing and development of Cows and Cow-Progeny in India.
7. The number of people of India involved in transport, slaughter and carrying died during different movements for cow and cow-progeny protection in the last 5 years in India.

3.       Earning from Gaushalas: Most of the animals are non-productive that is why they were abandoned to reach Gaushalas then where is the earning. Reports are there that many Gaushalas are gathering cows are forcing their early death through starving them so that they can dye to yield hide which is more valuable than the cow. Some of the Gaushalas are more commercial one selling milk and other products from sick cows. The sale of products from sick cows may sicken the consumers but nothing is more important than money in India, “Nationality, Religion and Morality all are on sale at discounted rate mostly by self-acclaimed DeshBhakts”.

4.       Gaumata is not Gaumata now: In materialistic India where people are ready to murder brothers, sisters, parents and kids for a few bucks how Gaumata get escaped. Though Government has implemented the country-wide cow-slaughter ban, has stopped funding (since last two years) to shelter houses for cows. Farmers are committing suicide almost in every state due to poverty and agriculture losses, how they can maintain non-productive cows and how they can maintain the male progeny of cows? When you cannot feed your kids and your old parents how can you maintain Gaumata? You can’t unless you are a fanatic or you get something or hope for some bigger reward/ award for the act.

5.       भारत की गौ-रक्षक एवं गौ-सेवक सरकार ने दो साल से गौशाला अनुदान बंद किया. The Cow Protector Government of India stopped funding for Gaushalas since last two years: Government policies are not in favour of Gaumata: It is hard to perceive and believe that Modi Government policies are against Gaumata. The reality is shocking:

         a.         Since the last two years no funding to Gaushalas. Most of the deaths in Gaushalas are reported in the last two years. It is evident from the following description and data got under RTI Act-2005.

            b.         Biased distribution of funds and schemes to Gaushalas: It is not difficult to prove from the published information that most of the funding is targeted funding. All Schemes of Department of Animal Husbandry Dairying and Fisheries (DAHDF) of Govt of India are running in Sabarmati Ashram Gaushala (DAHDF Annual Reports) with a major chunk of the allocations.

           c.          No-Punishment to those responsible for rampant and mass deaths of cows: In most of the cases deaths are reported in Gaushalas managed by a select group of people with “Dikhaawati Hindu Ideology” or in Gaushalas managed by the State thus there are little chances of any harsh action against defaulters. Everyone is clever enough to understand the outcome of relief to defaulters.

6.    Fate of Desi Cow in India: May be available for worship in temples, can still be seen in several temples, the Gamata of carved stone which neither demand for food nor for water nor spoil the beauty of temples through Panchgavy and always standing beautifully and gracefully.

7.    Panchgavy: Panchgavy is revered for ages in India and its benefits are well described in many of the Hindu texts. It means concoctum made from Milk, Curd (Dahi/ Yogurt), Ghee, Urine and Faeces of a cow. A recent trend has come up for re-invention of Panchgavy using modern scientific techniques and hardly any University in India is not doing the big or small project, there are funds for this. But how Panchgavy is related to cow deaths? Many of the Gaushalas are claiming the sale of Panchgavy, cow urine and other cow products and earning a lot. Moreover, Gaubhaktas have claimed in the Supreme Court of India that a non-productive cow is worth millions of rupees. Probably that unseen worth of cows made earlier government fund Gaushalas but the present government is quite vigilant and seen the worth of maintaining non-productive cows and thus stopped Gaushala funding since last two years and probably some fanatic Gaushala managements are killing the cows for getting maximum number of Golden eggs as soon as possible by the time others could see the Gold-mine, the Deshi Cow.

Sir, I filed the Grievance with Registration No .PMOPG/E/2017/0571990 with you for initiation of a suitable inquiry with an independent agency preferably CBI inquiry into the matter of clearing the Veterinary vaccines without testing or proper testing at Indian Veterinary Research Institute (IVRI), Izatnagar. As expected nothing came out, no one accepts its mistakes easily and when it is intentional certainly not, traitors die but never accept their traitors' activity.

1.  In response to my complaint that IVRI, Izatnagar un-authoritatively tested the FMD vaccine to clear the producers of a substandard vaccine. The IVRI, Izatnagar claimed that they have authority to test the vaccine showing some old letter to your office, while DCGI has clearly written that only Indian Veterinary Research Institute, Bengaluru is authorized to test the FMD vaccine, not IVRI, Izatnagar.

2.  They claimed that samples were collected but could not produce any proof of sample collection and physical presence of samples except the letter of sample collection.

3.  They have no authority to collect samples as per CDCO Guidelines for collecting samples,  IVRI Scientists are not authorized to collect the samples thus even if samples collected were invalid.

4.  As per Indian Pharmacopeia-2014 Guidelines, 20 vials of the batch should be taken as sample and tested for determining sterility of a commercial batch of vaccine. However, as per reply by IVRI neither they collected nor tested the required number of vials for the disputed batches that is why samples and testing is biased and wrong.

5.  Submission of report thrice at part of Indian Veterinary Research Institute might be correct, though it is not legal to submit report of testing in parts, but how the final report can be submitted by the chairman of the committee 25 days ahead of submission of the final report and completion of testing at IVRI, Izatnagar with the similar results as written in the final report? This clearly indicates that it was a planned program to clear the producers of substandard vaccine to entangle me who gave the report honestly after testing of legally collected samples in required numbers against those companies.

6.  The vaccine producers for the FMD which were found producing substandard vaccine in our report from CCS NIAH Baghpat and cleared by IVRI, Izatnagar latter lead to an outbreak of the disease at many places including IVRI, Izatnagar, CMVL Meerut, and GADVASU, Ludhiana, if a vaccine was of good quality why it failed.

Sir, a big game to harm the farmers of India and milk producers in India, the organized crime is going on since long. Just the kind of enquiry response given by your office seems to be an attempt to hide the facts and protects the traitors of the country. You can understand how criminal minded are the people involved in the vaccine quality corruption those have bluffed your office too.

To, The PM of India Subject: Indian Council of Agricultural Research (ICAR) supporting corruption, reg. Respected Sir, I wrote dozens of time to DG ICAR and Honourable minister of ICAR through proper channel but of no avail. The matter is of rampant corruption and supporting the corruption at the top levels. Sir, as Director CCS NIAH I ordered testing of the quality of foot and mouth disease-FMD- vaccine used under an ambitious program of Govt of India FMD-CP running with thousands of crore rupees since last 14 years but without any impact on disease spread. In testing the vaccines were found to be substandard in 2014 and reported in the first week of November. But corrupt lobby ordered the retesting of the disputed FMD vaccine batches found substandard in my report on 5th November 2014.

The committee was constituted under the chairmanship of Dr. Gaya Prasad, then ADG AH ICAR to retest the same batches and samples. The committee ordered retesting of FMD vaccine samples taken from the disputed firms directly by the people not knowing the sampling and not authorized to collect the samples, instead of retesting of the legally collected samples available both at CCSNIAH, Baghpat and archived at Indian Veterinary Research Institute, Bangaluru campus, or testing of the samples collected legally from other places. For retesting Indian Veterinary Research Institute, Izatnagar, a laboratory, and place not authorized to test FMD vaccine by DCGI, was selected as the venue of the FMD vaccine re-testing with apparent malefic intentions. The illegally collected FMD vaccine samples were tested at Indian Veterinary Research Institute, Izatnagar between 23-11-2014 to 06-02-2015 and Indian Veterinary Research Institute submitted report thrice on 29-12-2014; 06-01-2015 and 07-02-2015 that is two reports were submitted before completion of the testing. Reality is that samples never brought for testing and reports were forged. Dr. Gaya Prasad submitted the final report on the basis of so-called testing on 12 January 2015, that is 25 days ahead of the completion of the so-called FMD vaccine testing. The report was submitted to High Court, Lucknow, bench saying that it was accepted by the Council. However, council replied to me that the committee report is still under inquiry. From High Court, the same report was made available to IIL, Hyderabad but has not been given to me either on my requests or on my RTIs. On the basis of which IIL has filed a case against me, CCSNIAH, Baghpat, and Secretary, Agriculture, New Delhi at Civil Court Hyderabad). The formulator of the committee, DDG AS and the Chairman of the committee to forge the fake report in support of producers of low-quality vaccine, both have been rewarded to benefit the producers of substandard vaccines by the post of Vice Chancellors and Expert in the Committee Dr. B Pattnaik is Director of ICAR-PDFMD despite doing embezzlement, charge-sheeted for forgery and facing a personal criminal case for doing forgery and I was made to resign within a week of my truthful report. Sir, I request an early inquiry preferably by CBI to expose all involved in maligning the image of your honest government and siphoning the public money into their own accounts, please. Most of the matter in the grievance raised by Dr. B.R. Singh are not pertaining to IVRI. The response of the Institute on issues pertaining to IVRI part of the grievance is given as under: 

1. Issue raised: For retesting Indian Veterinary Research Institute, Izatnagar, a laboratory, and place not authorized to test FMD vaccine by DCGI, was selected as the venue of the FMD vaccine re- testing with approval malefic intention. Response of the Institute: The Indian Veterinary Research Institute, izatnagar or Mukteswar has been Designated as CDL for testing of veterinary Biologicals as per Drugs Cosmetics Act 1940 (photocopy of the page attached) 2. Issue raised: The illegally collected FMD vaccine samples were tested at Indian Veterinary Research Institute, Izatnagar between 23-11.2014 to 06-02-2015 and Indian Veterinary Research Institute submitted report thrice on 29.12.2014; 0601.2015 and 07.02.2015 that is two reports were submitted before completion of the testing. Reality is that samples never brought for testing and reports were forged. Response of the Institute: Total 16 samples comprised of 10 old FMD vaccine batches (vaccine batches tested at CCSNIAH by Dr BR Singh) and 06 Fresh batches were collected by the team approved by the competent authority. Initially all 10 old batches (batches tested at CCSNIAH by Dr BR Singh) were tested for sterility and results were communicated to Chairman, Enquiry Committee on 29.12.17. The sterility testing of 06 fresh batches were conducted in second phase and results of 05 batches were submitted on 06.01.15. The one batch was doubtful, therefore, sterility test on all remaining vials of doubtful batch was conducted and results were submitted on 07.02.15. Therefore, the issues raised by Dr BR Singh are baseless, hypothetical and not true.

The Indian Veterinary Research Institute, once again bluffed PMO by submitting an ancient outdated  document.
