National Brucellosis Control Program in India, is it cheating India, Indian Livestock owners and becoming a hub of corruption?

Looking at the seriousness of the brucellosis (appearance of 61 cases of Brucellosis in 2009-10) National Brucellosis Control Program was started with an allocation of 250 crores.
In 2008-09 as per records there was no brucellosis in India but after 5 years of implementation of the National Brucellosis Control program number of cases reached 502 in 2015-16.
If all the 61 animals diagnosed positive for brucellosis in 2009-10 and 94 in 2010-11 would have been purchased at the rate of one lakh rupees per animals and would have been culled or maintained in isolation in a Gaushala it would have been costing just 155 lakhs and diseases might have got nipped in the bud. But then, how could it have been possible to multiply the disease cases in Livestock of India? How it would have been possible to initiate New source of income for the producers of substandard Veterinary Vaccines in India?
Even if we consider that the DAHDF estimates for cases of brucellosis in the DAHDF report are grossly under-reported and just reveal only the tip of the brucellosis iceberg in Indian Livestock and cases of the disease might be 10 times more than the reported even than 20-25 crores would have been enough to eradicate the disease in the start.
If we consider that disease has much wider base than estimated in the reports then another question comes on the surface, what is the fun of having National Animal Disease Reporting System (NADRS) in the country spending tens of crores on the bogus disease reporting system every year?
Why the Department of Animal Husbandry is implementing such malformed Animal Disease control programs? Why the department publishes such confusing reports and runs NADRS? To benefit the corrupts? To Harm the Livestock owners? To Cheat the Country? To be richer through commissions?

2009-10 में अचानक 61 ब्रुसेल्लोसिस के केस पशुओं में भारत सरकार के पशुपालन, डेरी एवं मतस्य पालन विभाग की रिपोर्ट में आते हैं और जन्म होता है राष्ट्रीय ब्रुसेल्लोसिस कंट्रोल प्रोग्राम का, उसके लिए 12वीं पंचवर्षीय योजना में 250 करोड़ रुपयों का प्रावधान होता है.
प्रोग्राम का कमाल, 2008-09 में जहाँ ब्रुसेल्लोसिस का भारत में कोई केस नहीं था प्रोग्राम चलने के पाँच वर्ष बाद 2015-16 में केस संख्या बढ़कर 502 हो गई, वाह रे कंट्रोल प्रोग्राम!
 अगर 2009-10 और 2010-11 में पकड़े गये ब्रुसेल्लोसिस के कुल 155 केस के 1शुओं को एक एक लाख रुपये में भी ख़रीदकर किसी गौशाला में रख दिए जाते तब भी 250 के बजाय 2-3 करोड़ से ज़्यादा का खर्चा ना होता. परंतु ऐसा करने से बीमारी तो वहीं ख़त्म हो जाती, बीमारी को बढ़ाने और घोटालों की नई दुकान खोलने का मौका कहाँ से मिलता?
  यदि हम यह भी मान लें कि पशुपालन, डेरी एवं मतस्य पालन विभाग की रिपोर्ट में वर्णित केस बीमारी के आइस-बर्ग की चोटी मात्र थे तब भी 20-25 करोड़ में काम बन जाता बीमारी को समूल नष्ट करने के लिए.
यदि हम ये मानते हैं कि बीमारी का आधार उससे भी ज़्यादा विस्तृत है तब प्रश्न उठता है कि राष्ट्रीय पशु रोग सूचना कार्यक्रम (NADRS) जो हर वर्ष दसियों करोड़ रुपये चट करके झूठी या भ्रामक सूचना देता है उसकी आवश्यकता क्या है?
प्रश्न यह उठता है कि आख़िर पशुपालन, डेरी एवं मतस्य पालन विभाग ऐसे-ऐसे प्रोग्राम चलाता क्यों है? ऐसी झूठी सूचनाएँ करोड़ो खर्च करके प्रकाशित क्यों करता है? घोटलेबाज़ो के लिए, किसानों को भरमाने के लिए, सरकार को धोखा देने के लिए, देश को गर्त में ले जाने लिए, अपनी जेबे भरने के लिए? किसके लिए.

     What should be done?
The only way out is test and segregation, test every 6 monthly.
Instead of spending on useless vaccines spend that money the farmers as compensation against their animals taken for segregation.
Gaushalas and all veterinary Institutions having dairy farms in name of teaching and education farms should be used as the house for segregation of sick animals.
All such Gaushalas and Institutional farms should be used for research and management of sick animals. This program may also evaluate the efficacy of our researchers having large claims.
Majority of the scientists should be allowed to work only on major disease problems rather than on fancied ideas and diseases.
However, a detailed program can only be made after more discussions if people are ready to think on these lines.

  1. Corruption does not end here. At grass root level hospitals and subcenters are given targets which are to be completed on any condition. No matter there is no staff, you dont have vaccine carrier, no power supply at hospitals. You have to do it at any cost in papers. So cost of targets is submitted and thus vaccination is done in real field condition. Otherwise threatening of charge sheet is given by higher officials. This is sick not only farmers but our own fraternity is being looted by such programs
