OIE and WHO say that if you do not get vaccination regularly the disease may return. The Solution: Introduce Creamy layer clause in all SC/ST Acts either for Protection or for Reservation.

Who should be classified to be in the Creamy layer?   Persons (and their wards/ dependents) having gazetted post or equivalent post in Government or Semi-Government Services.

1.       Persons having five acres or more Agriculture Land.
2.       Persons having house or plot on 200 meters or more Land in an urban area.
3.       Persons having business with more than 25 lakhs of the transaction.
4.       Persons having Arm license.
5.       Persons involved in terrorist activities.
6.       Political leaders and their families.
7.       All supreme and High-Court Advocates, Lawers and their Families.

My very personal view
Modi Ji can you dare to amend the acts? No, certainly not. You are able but having no will to bring out country out of chaos. Time is running out, your popularity as an Honest leader, selfless leader, and Nationalist leader is waning. You would have done a lot but getting Popularity Hungry probably lost the path about three years ago.
