Is NADCP made to benefit Indian Vaccine Producers? Is NADCP made to bluff farmers and the people of India?
जिस देश के वैज्ञानिक चमचागिरी और रिश्वत देकर वैज्ञानिक अनुसन्धान निदेशक बनते हों, जहाँ निदेशक संस्थान में चलने वाली सभी प्रमुख अनुसंधान योजनाओं में वैज्ञानिक के तौर पर शामिल होकर सभी शोध पत्रों में और सारे पेटेंट्स और तकनीकियों के प्रणेताओं के तौर पर उपस्थित रहते हों वहां ना तो सच्चाई पूर्ण अनुसन्धान होते हैं, ना ही प्रभावी तकनीकों का विकास होता है, और नाही वहां बने हुए वैक्सीन ही काम करते हैं . रामराज्य में जैसे राम कण कण में व्याप्त होकर सीता की सच्चाई को जमीन में दफ़न कर देते हैं उसी तरह ऐसे देशो में अपने आकाओं के लिए काम करने वाले सर्व-व्यापी निदेशक विज्ञान का सत्यानाश करके सच और सच्चाई पूर्ण अनुसंधान को जमीन में गहरे गाड़ देते हैं
उस देश की वैक्सीनों की गुणवत्ता घास चरने चली जाती है जहाँ वैक्सीन तकनीक निर्माता, वैक्सीन निर्माता और उनकी गुणवत्ता जांचने वाले एक ही छत के नीचे अर्थात एक ही थैली के चट्टे-बट्टे हों और एक ही निदेशक के नीचे काम करते हों तो वहां वैक्सीनेशन के बाद बिमारियों का प्रकोप होना अवश्यम्भावी है, और अगर बिमारियों के प्रकोपों की जांच करने वाले भी उसी निदेशक के नीचे काम करने वाले हों तो रामराज्य आने में कोई संशय नहीं रह जाता

The NADCP (National Animal Disease Control Program to eradicate FMD from India and 100 Control of Brucellosis by 2030, launched in India in 2019 by the Honourable PM of India) India proved made to benefit vaccine producers (VPs) only? In the case of Substandard Vaccine supply, VPs are paid 85% of the Vaccine cost & Rs. 6/ dose can be recovered for the doses used as vaccination cost but nothing to meet Farmers' loss? Nothing to meet the losses due to setbacks to the NADCP costing >Rs. 13000 crores.
Even when inactivated FMD vaccines (used under NADCP) are found to have live FMDV (proven through NSP antibodies after vaccination) capable of causing disease outbreaks even after vaccination killing thousands of prized animals of Farmers and also in Government Dairy Farms, none of the vaccine producers has been punished. The minor penalty has been levied, none has been sent to jail, none has been prosecuted & none has been terminated from their job. For about a year whole NADCP was kept at a halt due to the continuous supply of substandard FMD vaccines, many states had big FMD outbreaks in 2021-22 due to vaccination failure or vaccination with faulty vaccines but honest Indian Administrators were busy pampering the leadership. Why????
Another component of NADCP is Brucellosis control:
As per the DAHD letter, K-11053(5313)/15/2019-LH dated 20-12-2019, in 2020, 41.4 million Brucellosis vaccine doses were used. As per the census in 2019, there are only 136.4 million adult female cattle & buffaloes in India, and the Brucellosis vaccine is given to only female calves that too once in a lifetime. According to records, only 50% of adult females give birth in a year. That is only 68.2 million calves then female calves may be at the maximum 34.1 million only. Moreover, in India calf mortality ranges from 12.5 to 30% (Singh et al., 2009), and may be as high as 81% (Tiwari et al., 2007), if we keep it just 12.5% then available calves for vaccination may be only 29.9 million only. Further, the coverage of Brucellosis vaccination or any vaccination in India is not 100% it goes to a maximum of 85% as per DAHD. It means we can't expect more than 25 million doses of Brucellosis Vaccine to be consumed in a year. If so, then where the 41.4 million Brucellosis vaccine doses have been used? Where is the vaccine going or is it purchased/ coming on paper only?
Vaccine Quality
An RTI (IVTRI/R/T/22/00001) revealed that under #NADCP, for Control of FMD and Brucellosis in India with envisaged freedom from these diseases by 2025, from Jan 2020 till May 2022 Of the 245 #FMD Vaccine batches tested, 26 were found substandard. Of the 174 #Brucellosis Vaccine Batches tested, 2 were found substandard. The program is going well, no punishment yet for Producers & Suppliers of Substandard vaccines.
Though penalty has been levied on all the FMD vaccine producers in India, no one knows whether the penalty has been affected or companies have started producing good quality vaccines or again managed to get quality certificates even without any testing as they used to do in the decade 2010-2020.
