की मेरे उस अनुरोध पर क्या प्रतिक्रिया रही जिसमें मैंने उनसे पशुपालन और पशुरोग रोकथाम
कार्यक्रम में चल रहे उस घोटाले के बाबत मिलने की प्रार्थना की थी जिससे पशुपालकों

of Agricultural Research ICAR, please.
Respected Honourable Sir,
I requested about
five months ago to the DG, ICAR and more than two weeks ago to President ICAR, Shri
Narendra Singh Tomar, Honourable Minister of Agriculture and Farmers Welfare, New
Delhi to kindly spare some of his precious time to discuss and
beat the ongoing corruption in the council with respect to-
1. Quality
assurance of the vaccines (Under leadership of Director ICAR-IVRI-Izatnagar, Dr. RK Singh) and passing of substandard vaccines without
testing leading frequent disease outbreaks even after vaccination and to
failure of National Disease control programs like FMDCP, Brucellosis CP, PPR-CP
etc.
2. Closing
the public sector vaccine production one by one to create environment of
favour to private sector.
3. Becoming
of ICAR Institutes as centres of disease dissemination instead of
assuring healthy livestock to the country.
4. Protections
of corrupts and promotion of corruption. Those involved
in corruption in the council are promoted and protected till their graceful
retirement.
5. Anti-cow
protection acts of ICAR Institutes. Non-productive, disabled and diseased
cows have routinely been auctioned from ICAR Institutes to butchers ((Under leadership of Director ICAR-IVRI-Izatnagar, Dr. RK Singh)). To hide
the disease, ICAR institutes are not monitoring their farms for infectious and
contagious diseases like Brucellosis and Tuberculosis.
However, even after
five months I wrote to DG-ICAR and more than two weeks ago to the Minister, I
have not been given time to put the facts and strategy to beat the corruption
in the Council. It might be probably either due to involvement of the
responsible person in the corruption themselve or due to interest in promoting
the corruption or due to intention to protect corrupt friends in the system or
due to some other more important work and business. Sir, it is corruption only
which have made to failure of most of the disease control program launched by
the ministry in past, but due to one or other reasons corrupts involved have
been continuously been protect till they get graciously retired and given
laurels even after retirement. Therefore, Sir, I request you to kindly spare a
little of your valuable time it will be very kind of you if you can invite the
experts to the requested meeting so that my point of view can be assessed
properly and unbiased and corruption in the council can be handled properly to
benefit the farmers so that the Goal of doubling farmers income can be
visualized in time, please.

Respected Sir,
Honourable Sir,
I requested about
five months ago to the DG, ICAR, New Delhi to kindly spare some of his precious
time to discuss and beat the ongoing corruption in the
council with respect to:
1. Quality
assurance of the vaccines (Under leadership of Director ICAR-IVRI-Izatnagar, Dr. RK Singh): There is no measurable and appreciable reduction
in infectious and contagious diseases of livestock despite spending billions of
rupees on vaccination and ongoing disease control programs year after
year. Corruption in vaccine quality assurance is now the prominent
the character of the responsible Institute. The responsible person (Director
IVRI) has continuously been protected and supported to keep it going.
2. Closing
the public sector vaccine production one by one: There is a big dilemma why
GMP is not installed in Indian Veterinary Research Institute despite the GMP
block constructed after spending Krores of rupees of exchequer more than a
decade ago and allocation of Rs. 36 Krores about five years ago for
furnishing and making the GMP block functional. It reduces competition in the
market making the vaccine production non-competitive monopoly of some vaccine
producers. The rampant FMD outbreaks after 2012 appear to be the outcome. The
Institute produced and sold biologicals without any licence to do so for
decades together without any proper quality control and ted testing.
3. Becoming
of ICAR Institutes as centres of disease dissemination (Again under leadership of Director ICAR-IVRI-Izatnagar, Dr. RK Singh) instead of
assuring healthy livestock to the country. Diseases are continuously been
disseminated through the sale of diseased animals, improper bio-waste (often
loaded with dangerous laboratory/ challenge strains of disease-causing
pathogens) disposal, distribution of substandard diagnostics and passing of
substandard vaccines etc. The premiere Institutes of Animal Sciences are home
of all kinds of diseases, why do we can’t put the example of disease-free
herds? If we can’t materialize disease control programs at our own farms why we
advocate those for poor farmers of India, to benefit whom?
4. Protections
of corrupts and promotion of corruption: There is no hidden truth that
those involved in corruption (major) in the council are often
promoted and given extra care to protect them and complaints
of corruption against those are kept in abeyance till the corrupts
get graceful retirement. Disease outbreaks occurring year after year in many of
the Institute especially for those diseases preventable with vaccination, but
no action is ever taken against the vaccine suppliers, or vaccinators or the
management, is it not to promote corruption or protect traitors?
5. Anti-cow
protection movement of ICAR Institutes (Under leadership of Director ICAR-IVRI-Izatnagar, Dr. RK Singh): It is an established fact that
non-productive, disabled and diseased cows have routinely been auctioned from
ICAR Institutes to so-called farmers. The question is why? Do the
non-productive, disabled and diseased cows become profitable at farmers door,
do farmers are better managers than so-called experts and doyens of Veterinary
and animal sciences or animals are sold to butchers so that they can transport
those using the sale certificate from the Institutes or anything else? To hide
the disease, ICAR institutes are not monitoring for infectious and contagious
diseases like Brucellosis and Tuberculosis, why?
However, even after
five months, I have not been given time to put the facts and strategy to beat
the corruption in the Council. It might be probably either due to the

The same response means, No response, since Last 5 year even after repeated requests. It would have been a consolation if a CBI inquiry would have been ordered or PMO would have been agreed to see the corruption documents. This is not a small matter, due to this ongoing corruption since decades more than Rs. 50 000 Krores are lost from livestock sector every year as direct loss and indirect loss is unaccounted, and Central Government spends more than Rs. 2500 Krores every year on the disease control and state Governments spend even more year after year. The apathy shown by PMO for the complaint only shows the level of transparency and concern of Government for the Farmers.
