Credential of the great man Dr. Raj Kumar Singh, Ex-Director ICAR-IVRI, who has been nominated as VC candidate for almost every University and recently as Consultant/ Advisor for DAHD, GOI.
No scientist can meet his standards of Corruption
It is my privilege to bring to your kind notice some marvelous achievements of Dr. RK Singh, Ex. Director of IVRI, Izatnagar, often nominated for the Post of VC/Director/Advisor/ consultant in any Department of Government of India, hopes the Government will one day consider to appoint him for establishing him as the new icon of Corruption. Dr. Singh is outstanding in his expertise in corruption, to do corruption in all walks of life, he successfully did deforestation of NRC Equine, Hisar; in ICAR-IVRI, at ICAR-IVRI he sold soil from a hectare of land (illegal mining), for more than a hundred crores he got constructed a non-functional Sewage Treatment plant, Effluent Treatment plant and an Auditorium (the roof of the auditorium fell down just after few days of taking over (despite being advised by the in-charge of engineering department of the institute, luckily it happened before the inauguration of the auditorium. The Auditorium is now functioning after spending more than a hundred crore rupees in repairing/ mending the faults. He facilitated the passing of veterinary vaccines without any testing to ensure the failure of the FMD control program (FMD-CP) and National Animal Disease Control Programs (NAD-CP), he also recommended the Goat Pox vaccine for control of the Lumpy Skin Disease without any trial or testing of the vaccine in cattle so that he can get the Royalty from the sale of the vaccine. In his praise, many articles on his achievements are available online. He is such a marvelous manager of corruption that no inquiry could be done against him or abandoned even before culmination despite several complaints from different corners of the country along with proof.
Some of the achievements of the great man are
1. 1. Dr. Raj Kumar Singh kept
on producing fake diagnostics used countrywide namely Mallein (for diagnosis of
Glanders, communicable and notifiable disease of horses and donkeys) using Micrococcus
spp. strains instead of OIE-approved Burkholderia mallei strains, it
must have led to the killing of thousands of innocent horses and donkeys
(non-diseased, due to false diagnosis) and allowing diseased horses and donkeys
roam free (due to diagnosis failure) and spreading the disease to each and every corner of India.
India is struggling to control glanders now spending crores of rupees every
year. Glanders was not there in India up to 2007 and then it appeared suddenly
and spread to all parts of India having a role of False Mallein in its
uncontrolled spread.
2. 2. Dr. Raj Kumar Singh kept on producing diagnostic biologicals like Tuberculin, Johnin, Brucella
antigen, and Salmonella antigen continuously for several years without having
any Government permitted and GMP-approved facility for the production of such
biologicals.
3. 3. They (Dr. Raj Kumar Singh and Dr. Gaya Prasad)
kept on testing all veterinary vaccines and other biologicals used in India in
laboratories that neither have any accreditation nor any GLP-approved facility to
bluff the Nation and livestock owners probably just to benefit the producers of
substandard vaccines and other biologicals or just to collect bribe. National
Accreditation Board for Testing and Calibration Laboratories (NABL) is an
accreditation body, with its accreditation system established following ISO/ IEC 17011, but ICAR-IVRI had not a single NABL accredited laboratory
and bluffed the nation under the leadership of Dr. Raj Kumar Singh and Dr. Gaya
Prasad.
4. 4. Dr. Raj Kumar Singh kept on selling year after year holy cows (often sick) to butchers declaring
the butchers as farmers and allowing holy cows to be butchered. Selling of
sick cows especially those with TB, JD, and Brucellosis, all contagious and zoonotic in
nature affecting humans and animals, must have resulted in the spread of these
diseases in different parts of the country.
5. 5. Dr. Raj Kumar Singh is responsible for the construction of defective structures valued billions of rupees at ICAR-IVRI
including Vivekanand auditorium (ceiling and floor of the building sank costing
~Rs. 22 Crores), non-functional effluent treatment plant (ETP) and non-functional
sewage treatment plant (STP).
6. 6. Dr. Raj Kumar Singh is responsible for the misappropriation
of more than Rs.35 Crore allocated for the construction of the GMP (good manufacturing
practices) block in ICAR-IVRI, Izatnagar. The GMP block has been under construction
for more than 15 years leading to a loss of billions of rupees.
7. 7. Dr. Raj Kumar Singh, facilitated the passing of
veterinary vaccines without any testing to ensure the failure of the FMD
control program (FMD-CP) and National Animal Disease Control Programs (NAD-CP).
He also recommended the Goat Pox vaccine for control of the Lumpy Skin Disease
